El diagnóstico que acaba de entregar el Centro europeo de inteligencia estratégica y de seguridad es sin apelación. el  movimiento que opera una conversión peligrosa hacia lo que se llama, mal del siglo »: el terrorismo.<a href="http://pormarruecos.files.wordpress.com/2008/10/images2.jpg"><img class="alignright size-full wp-image-219" title="images2" src="http://pormarruecos.wordpress.com/files/2008/10/images2.jpg" alt="" width="120" height="98" /></a>el  Polisario es hoy « un nido  importante de reclutamiento para la Organización Al Qaïda en el Magreb islámico », alerta el centro europeo, et inquieta los gobiernos de la union europea , sobre todo el espanol; anotando que « esta tendencia se acentuó fuertemente durante el verano de 2008 ». El informe se basa en documentos de los servicios argelinos, citados por la prensa argelina. « Un cierto número de individuos nacidos en el Sáhara occidental se encontraría en campos de entrenamiento de la Organización Al Qaïda próximo la frontera con Mali », hacía comprobar en un artículo aparecido en agosto de 2008 el diario argelino El Khabar, citando fuentes de la seguridad  argelinas. « La desmovilización y la impregnación por la ideología salafiste de una parte de las tropas del Polisario constituyen una ganga para una organización <a href="http://pormarruecos.files.wordpress.com/2008/10/pol.jpg"><img class="alignright size-full wp-image-220" title="pol" src="http://pormarruecos.wordpress.com/files/2008/10/pol.jpg" alt="" width="150" height="115" /></a>como le de Al Qaïda en el Magreb islámico », hace ver el informe, que tiene en cuenta "complementariedad" entre el movimiento independentista y el ex agrupo salafiste para la predicación y combate el GSPC), rebautizado en 2005 Organización Al Qaïda en el Magreb islámico</p>
<p>. « Ambas organizaciones comparten un cierto número de objetivos y sobre todos mismos enemigos. La voluntad de destabilizar Marruecos es común a Al-Qaïda y al Polisario. Ambos grupos también hicieron de Mauritania uno de sus principales blancos en la región y una base logística tanto más importante como este país es una de las puertas de África subsahariana », anade el informe. « Un grupo transnacional como Al Qaïda necesita paradas locales y tendría todo interés en apoyarse en elementos activos del Polisario », explica el centro. La explicación del centro, presidido por Claude Moniquet, no es solamente una  presunción , sino se apoya  en hechos bien establecidos. « En diciembre de 2003, los servicios mauritanos de seguridad procedieron a la detención de Bab Ould Mohamed Bakhili, miembro activo del Polisario mientras  estaba robando grandes cantidades de explosivos en los depósitos de la Sociedad nacional mauritana de la industria minera. hay que notar que las 153 botellas de productos inflamables y unos 12 kilómetros de hilo utilizado para explosiones teledirigidas que se había proporcionado no forman parte del material utilizado habitualmente por las guerrillas sino más bien por las organizaciones terroristas deseosas de fabricar bombas », observa el centro. rapto, recientemente, de una quincena de soldados mauritanos encontrados degollados en la frontera de su país ha sido considerado por los observadores internacionales como la obra " del binomio Al Qaïda-Polisario.ya que lleva sus firmas<br />
La mudanza terrorista de los elementos de Polisario corre peligro de acentuarse particularmente entre los jóvenes saharauis, advierte el informe. El bloqueo del proceso de negociaciones debido a la posición,dictada por intereses argelino, del Polisario, la ausencia de alternativa al conflicto, la interdicción del pluralismo y democracia en los campos de Tindouf, el hecho de que la cupula familiar y la tribu de la junta que hoy dicta ordenes en los campamentos prisiones y que concentra todas la riquezas del movimiento, y el deterioro de la situación humanitaria agravada por el desvío de las ayudas internacionales, corren peligro de acelerar la radicalización en los campos de Tindouf. Un polvorín verdadero para la región del Magreb y la orilla meridional de Europa.</p>

I had been under the impression that the two tribes were related in some manner or another. As he rightly pointed out, however, they are separate tribes. At the same time, they have a history together, having gone through a similar transformation into warrior tribes during the nineteenth century. They were allies on many occasions and have a strong relationship, which is where I got the idea that they were part of the same confederation, which is incorrect.</p>
<p>Consulting a Mauritanian historian resulted in this email (posted with permission):</p>
<blockquote><p>سيد أحمد لعروصي (العروسي) بن مولاي عمر جد قبيلة لعروصيين .<br />
تقول أهم الروايات عنه إنه جاء من صحراء تونس إلى مكناس ثم انتقل ـ حسب رواية من خوارق العادات عبر الجو ـ إلى الساقية الحمراء في عصر مولاي أحمد الذهبي (1578ـ1603) وأنشأ زاوية في الساقية الحمراء ، وتقول الأساطير إنه كان صديقا لسد أحمد الرقيبي، الثالث، الذي أعطى للقبيلة اسمها.<br />
وتدعي القبلتان الشرف، وأنهما  أدارسة وهو ما تدعيه أيضا أولاد بالسبع، ويطعن فيه الكثيرون (الشيخ ماء العينين بالنسبة لأولاد بالسبع).<br />
وفي ما يخص العلاقات بين القبيلتين فقد مرت بمراحل ، فعند ما كان الجميع تحت وصاية تكنه الذين هم سادة الجنوب المغربي وشمال الصحراء الغربية، كانوا زوايا مسالمين، ومنذ القرن التاسع عشر وتحول الرقيبات إلى محاربين أصبحوا ندا لتكنه واستقلوا في مساحة شاسعة من الصحراء الغربية، بعد أن تغلبوا مع نهاية القرن 19 وبداية القرن العشرين على أولاد بالسبع وأولاد ادليم وتجكانت تيندوف جزئيا، وحتى على بقايا أنصار سيد امحمد الكنتي بن الشيخ سيدي محمد بن الشيخ سيد المختار الذي كاد أن يقيم كيانا إسلاميا في شمال موريتانيا وأسس بعض المراكز مثل بير أم اقرين.<br />
إذن الرقيبات كانوا طلبة ثم تحولوا إلى مقاتلين، ولعروصيين ظلوا زوايا لكنهم أيضا أخذوا السلاح وحصلوا على نصيبهم من التحول إلى مقاتلين. وبين القبلتين صداقة عريقة وجداهما : سيد احمد العرصوي وسيد احمد الرقيبي مدفونان في الساقية الحمراء.<br />

August 6th coup took place following a decision by former president to sack some senior military chiefs in that country.The head of the coup d’état General Mohamed Ould Abdelaziz has already dismissed the AU demand describing it as ‘unconstructive’. Gen. Abdelaziz has appointed a transitional government to stay in power for 14months before a new election will be held next year, according to media report. It is not clear which action the AU will take but experts have ruled out any possibility of military intervention. <p><strong>Domestically</strong>:  The 6 October <a href="http://www.africa-union.org/root/au/Conferences/2008/september/psc/Mauritania%20comm%20%28Eng%29.pdf" target="_blank">deadline</a> for " the return to  constitutional order through the unconditional restoration of Mr. Sidi Ould Cheikh Abdallahi, President of the Islamic Republic of Mauritania, in his functions" <a href="http://www.voanews.com/english/Africa/2008-10-02-voa3.cfm" target="_blank">passes</a> with an <a href="http://africa.reuters.com/top/news/usnJOE48T0JQ.html" target="_blank">indignant</a> <a href="http://www.voanews.com/english/2008-10-06-voa42.cfm" target="_blank">shrug</a>.</p>
<p>The political discussion is increasingly gravitating towards a scenario in which Abdallahi would be returned to office so that he can redact his decree sacking the military and resign soon thereafter. Taking his place as interim president for 45 days, constitutionally, would be Ba-M'bare, the head of the Senate, who would call for new elections. All of this would go on with HCE still in operation and no prosecution would take place either for them or for Abdallahi and his wife. The HCE members would even be allowed to keep their positions in the armed forces.</p>
<p>Even after the junta <a href="http://afp.google.com/article/ALeqM5g3gpIfAFUZad2BMYPkwyaHiZ7JDg" target="_blank">banned protests</a>, the FNDD <a href="http://afp.google.com/article/ALeqM5jmn0vluwIcVhBvXpwim8gGwjhLBg" target="_blank">went ahead</a> with <a href="http://news.bbc.co.uk/2/hi/africa/7654148.stm" target="_blank">one</a> <a href="http://www.cnn.com/2008/WORLD/africa/10/06/mauritania.protest.ap/" target="_blank">anyhow</a>, netting about 50 people. (Abdallahi's son, about 34, was arrested at the protest for driving a government vehicle on which he had changed the license plate.) It should be noted that the pro-restoration protests following the 2005 coup against Tayya numbered in the hundred -- which should say something about Sidi Ould Sheikh Abdallahi.</p>
<p>In Nouakchott, it is being said that many Mauritanians are reacting to talk of sanctions by hoarding dollars and euros and preparing to move their cash overseas, if they've not started to already. In a cash economy where most things are paid for up front and in cash, this is not a good thing.</p>
<p><strong>Geopolitically</strong>:</p>
<p>The Americans and Europeans have passed authority for the coup on to the AU. Algeria has taken the lead in pushing for a forceful, if unproductive, response. The Algerians are, as I have said before, using the Mauritania situation as ammunition against Morocco. At the same time, they <a href="http://www.borglobe.com/politics.feed?type=atom&#38;5e29647c293977af965708edc8f8cba4=d23a4b4d0c1c7d4d2a589561b5ea60d8" target="_blank">may be using</a> it as a <a href="http://afp.google.com/article/ALeqM5hQqLT-QqXN_7scSYnQjeKt291UOQ" target="_blank">diversion</a> from their <a href="http://193.194.78.233/ma_fr/stories.php?story=08/09/17/3055663" target="_blank">efforts</a> in <a href="http://193.194.78.233/ma_fr/stories.php?story=08/09/17/3055663" target="_blank">Sudan</a> (they are working to get Bashir off the hook with the ICC/ICJ), which says something about the broader AU process. Bankrolled by Qaddafi and a country club for ineffectual bureaucrats and dictators, the AU comes with little authority to Mauritania. It is being used as a tool in Algeria's rivalry with Morocco, and at least in part to obstruct the Sudanese process. The 6 October deadline is likely to go un-enforced. Mauritanians seem quite peeved by the African effort to reverse the coup, for reasons that will be mentioned later. In general, the attitude goes something like this: <em>If the AU is so eager to put Sidi back in power, then take him and make him president of Somalia or any other country they like</em>. Reinstatement is not a popular idea. As a Mauritanian put it, abdication of activity on African affairs to the AU is proof of laziness and hypocrisy on the part of the West ("Where was this concern for democracy when Tayya was beating and jailing us?" as one put it). Mauritanians wonder if their country's political jumble is more important than Darfur or Somalia or Zimbabwe. In any event, the Moroccans seem to have recognized that they were out maneuvered by Algeria, and have quite diplomatically said that they are looking to find a way to meet the bare minimum of continental and world demands for Abdallahi's return while still preserving the meat of the coup (i.e., they would like to see "<a href="http://www.map.ma/fr/sections/boite3/le_ministre_des_affa/view" target="_blank">appropriate conditions</a>" before a return to constitutional order, after <a href="http://www.apanews.net/apa.php?page=show_article_eng&#38;id_article=76940" target="_blank">meeting</a> with the FNDD).</p>
<p>The US has kept to the African line, and has embraced the idea of sanctions. The Americans have reduced "democracy in Mauritania" into a synonym with "Sidi ould Shekih Abdallahi" and their policy has succeeded in privileging this misconstruction over the facts of Mauritania's politics and culture. The Americans ignore the means and extent to which Abdallahi's political career was fabricated by the military. Abdel Aziz, Vall, Ghazouani and all the rest practically made this man president in after 2005. Before becoming president he had been a man begging leaders in the Brakna region because he had no natural political constituency, no political party, no charisma and no political vision to speak of. His party (Adil, for those who may have forgot, since it disintegrated rather quickly) was made up of former Tayya lackeys -- kleptocrats, thieves, etc. -- who had become "independent" MPs, and his ascendence and election engineered by the very <a href="http://fr.groups.yahoo.com/group/democrates_net/message/911" target="_blank">military men</a> that deposed him (he said as much on <a href="http://www.youtube.com/watch?v=HNB1PvkfRlk" target="_blank">Aljazeera</a> even before the coup). His party abandoned him when things got rough. And when he was left to decide whether  to call for new elections or to sack the military chiefs, he opted for the later.</p>
<p>This selective memory is part of a broader problem in which policy makers lack serious knowledge of Mauritanian politics and its context. As late as 2004, the West Africa desk chief for Mauritania was refusing to admit that slavery existed in the country and continued to do so up until the practice was criminalized in 2007 (this during meetings with anti-slavery activists no less!). The State Department seems to miss the backdrop of Mauritanian politics in a "who's who" kind of way (from talking to people in the DoS and in Mauritania). Though the US has yet to provide anything resembling leadership on the Mauritanian file, its stance remains consistently rigid and misinformed nevertheless.</p>
<p>The EU, too, has shied away from leadership and has managed to irritate Mauritanians with its heavy handed and stiff approach. Talk of targeted sanctions is popular among all the primary external actors, and the major opposition parties (except for Spain, who opposes sanctions because it wants access to Mauritanian fisheries). This talk is dangerous. Mauritania has two primary institutions: the first being the military and the second being the state-owned iron ore company. Targeted sanctions on the wealthy praetorian class, or on the caste of oligarchs that bought up most of the privatized industries under Tayya (e.g., Abolallahi Ould Noueigigh, Abdallahi Ould Abdallahi, Sidina Ould Berrou, etc.) would paralyze the economy. Severe enough sanctions and stubbornness (on the military's part) could destroy the country's economic infrastructure, which would destroy the political structure. There are few places that Mauritania could fall back on in the event of sanctions. The tribal business networks (the Ideiboussat and Tajakanit ones in particular, who are very active in import-export transactions) would end up relocating and moving their money abroad, ceasing to bring goods into the country. These networks are the second tier of the economy and hold much of the country's wealth. Targeting the super rich would have a terrible effect on the local economy. Phrases such as "they're trying to starve us" or "we're going to sink" frequently come up when talking to fearful Mauritanians. Ahmed Sidi Camels is quite happy to say "<span>tiyer" at the mention of European sanctions, which he sees are being intended to starve, crumple and kill him. The Europeans are not prepared to deal with the consequences of sanctions, the flow of people, the power vacuum, the collapse of Mauritania and the prospect of two gaping holes on opposite sides of the geopolitical map of Africa.</span></p>
<p><span>Since no thinking person would desire a Saharan Somalia, one must hope that the Europeans are bluffing, at least in part. If they are not, the sanctions centered policy bodes to do more harm than good for all those concerned. The French compromise would somehow place Vall in the presidential palace, but feasibility of that is difficult (a typical line in Nouakchott is that he lied to every one of those million poets before he left office). This is the best idea France has come up with. Increasing one hears Mauritanians say that they created this pickle and that they can get themselves out of it, and that external efforts to solve the crisis may prolong it. That is highly debatable, especially if the half-way Moroccan plan mentioned above goes through and soon. But the alternatives to clear and workable internal compromise are bound to make the situation unworkable and most undesirable.</span></p>

The chief then called back in for verification. "What the hell are the coordinates?" The topographer responded with the same coordinates.</p>
<p>"You're in Mongolia!"</p>
<p>"What?"</p>
<p>These coordinates are in <em>Mongolia</em>! What are the coordinates?"</p>
<p>That topographer was Maaouya Ould Sidi Ahmed Tayya.</p>

Thousands of young West Africans set off from the north of Mali each year across the Sahara Desert towards Europe.They are often ill-prepared for the journeys and many die on the way. Travelling by sea from the West African coast to the Canary Islands is also a popular and risky route.Young men from countries like Ghana and Nigeria often pass through Mali on their way to the coast of Senegal or <a title="Flights To Mauritania" href="http://www.travelhouseuk.co.uk/flights/africa/mauritania.htm" target="_blank">Mauritania</a>, where they are crammed into rickety fishing boats.Just last week the Spanish coastguards rescued a group of 230 young Africans - the largest single boatload of illegal immigrants to reach Spain.A sharp increase in the cost of food and fuel has recently made life even harder for people in this region. In many West African countries, even university graduates struggle to find employment and a menial job in Europe is therefore a surer way of supporting a family.Many argue that making world trade fairer is the best way to tackle illegal migration as it would help reduce the main cause - poverty. Mali is one of the world's poorest countries and growing cotton is a popular livelihood.</p>

<p>Much of the Arab World seems to me (an American) to be obsessed with Shakespeare!  Yes, I do think there is a place for Shakespeare in the literature curriculum, but I think it is being entirely overdone.  I think one or (certainly not more than three) Shakespeare plays should be included in the curriculum, but other time should be spent on more interesting and valuable literature.</p>
<p>I spoke with some British friends I have who told me that British children are started on reading Shakespeare at age 11!  When I asked what for, one of them finally told me that knowledge of Shakespeare is used as an adult mainly to <em>impress other adults</em>.  OK, I'm American, and I find much of the language terribly hard to understand.  I really can't see it being useful to most people to learn much of this sort of antiquidated language.  Yet, throughout the Arab World, so many university programs seem to focus on extensive reading of Shakespeare!</p>
<p>About fifteen years ago, I had a friend from Libya.  He went on and on about how when he was in school, they had performed Shakespeare's plays in Arabic, using all the correct classical Arabic endings for words (as opposed to using the local dialet of Arabic).   People in my present country have told me similar things.</p>
<p>Where I live now, I often have country nationals who have earned university degrees in English (as a second or third language) talk to me about how they read a lot of Shakespeare in university.  At the same time, their command of ordinary English vocabulary is often lacking.  Some of them cannot write clear English sentences.  Wouldn't the time spend studying Shakespeare be better spent in English composition classes, and/or reading literature that uses language currently used, particularly when they are subsequently in jobs requiring a good command of English?</p>

<ul>
<li> Mechanical clearance relies on flails, rollers, vegetation cutters and excavators, often attached to armoured bulldozers, to destroy the mines in the ground. These machines can only be used in certain terrains, and are expensive to operate. In most situations they are also not 100% reliable, and the work needs to be checked by other techniques.</li>

<title><![CDATA[Volubilis, città romana.]]></title>

<content:encoded><![CDATA[<p><a href="http://myamazighen.files.wordpress.com/2008/10/volubiliscopertina1.jpg"><img class="alignleft size-full wp-image-1556" title="volubiliscopertina1" src="http://myamazighen.wordpress.com/files/2008/10/volubiliscopertina1.jpg" alt="" width="240" height="160" /></a><strong>Volubis</strong> é una antica città<strong> romana</strong> situata sul bordo dell'Oued <strong>Khoumane</strong>, fiume che attraversa la periferia di <strong>Meknès</strong>, non lontano dalla città santa di<strong> Moulay Idriss</strong> (vedi anche alla <strong>Pag.Meknès</strong>) dove riposano le spoglie del fondatore <strong>Idriss I°</strong>. Il nome Volubilis era probabilmente dovuto all'abbondanza di piantagioni e alla natura prorompente del luogo. Il nome berbero dela città é <strong>Walili </strong>che designa il fiore dell'<strong>oleandro </strong>rosa. L'antica città viveva sul commercio dell'olio di oliva e si possono vedere, al suo interno, numerosi<strong> torchi</strong> per la pressa delle olive. Il sito di Volubilis era abitato già dal <strong>Neolitico</strong> ma si sviluppo nell'epoca dei<strong> Mauritani</strong>, intorno al <strong>III° secolo</strong> A.C., ed era gestista da un<strong> Consiglio</strong> di Suffete, <strong>magistrati</strong> supremi come a <strong>Cartagine</strong>. Si installo sull'<strong>Oppidium</strong>, che formo' i futuri quartieri del sud e del centro. Venne protetta da una cintura in terra cruda, con delle case dello stesso materiale al suo interno. Poco prima dell'invasione romana un<strong> Tumulus</strong> venne elevato all'angolo nord-est della cintura ed é certamente un monumento eretto alla memoria di un <strong>defunto</strong>. Nel<strong> 42 D.C.</strong> l'Impero romano annesse il reame della <strong>Mauritania Tingitane</strong> (di Tangeri) dopo l'assassinio del Re mauretano<strong> Tolomeo</strong>, figlio di<strong> Juba II°</strong>, voluto da <strong>Galigola</strong>. Volubis divenne allora la capitale regionale dell'amministrazione romana con lo statuto di <strong>Municipio</strong>. Un <strong>forum</strong>, quattro edifici<strong> termali pubblici</strong> e molte abitazioni vennero costruite. Un <strong>acquedotto</strong> apportava l'acqua delle sorgenti del<strong> Djebel</strong> (montagna) vicino sino a due fontane pubbliche, le terme e le abitazioni. Due pozzi e una cisterna completavano questo sistema.<a href="http://myamazighen.files.wordpress.com/2008/10/volubiliscopertina.jpg"><img class="alignright size-full wp-image-1557" title="volubiliscopertina" src="http://myamazighen.wordpress.com/files/2008/10/volubiliscopertina.jpg" alt="" width="240" height="181" /></a> Le case si coprirono di tetti costruiti con tegole romane. Un tempio con i suoi luoghi di offerte e di<strong> sacrifici</strong> vennero costruiti sul Tumulus. Nel<strong> 168/169</strong> la costruzione é limitata da una nuova <strong>cinta</strong> muraria con annesse<strong> 8 porte</strong>, ciascuna inquadrata da <strong>due torri</strong>. Molti edifici pubblici vennero ingranditi ed altri abbattuti. Le case riccamente decorate di <strong>mosaici </strong>si dotarono di bagni privati e numerose installazioni commerciali sono presenti ancora oggi. Un portico borda il "<strong>Decumanus Maximus</strong>" dalla <strong>Porta di Tangeri</strong> sino all'Arco di Trionfo dedicato a<strong> Caracalla</strong>, come ringraziamento per aver donato la cittadinanza romana agli abitanti liberi dell'Impero (editto di Caracalla nel 212). Questo favore garanti' una grande prosperità per le grandi famiglie dell'epoca e fu anche un periodo di grandi progetti <strong>architettonici</strong> che segnarono l'apogeo della città. Verso il<strong> 285</strong> i funzionari romani lasciarono la Regione per trasferirsi a <strong>Tangeri</strong>. Questo trasferimento si tradusse con dei cambiamenti di <strong>stili di vita</strong> e l'acquedotto non ricevette più un adeguata manutenzione e venne fermato; gli abitanti abbandonarono le parti alte per avvicinarsi al fiume.L'invasione dei <strong>Vandali</strong>, scesi dalla Spagna nel <strong>429</strong>, segno' la fine del periodo romano. Intorno al<strong> 600</strong> gli abitanti si spostarono progressivamente verso ovest, all'interno di una cintura muraria ridotta.Le fortificazioni vennero prolungate ai margini del fiume <strong>Khoumane</strong>. Si costruirono le nuove case e le  mura con blocchi di materiale <strong>prelevati</strong> dagli edifici di altri quartieri oramai in disuso. <a href="http://myamazighen.files.wordpress.com/2008/10/volubilis1.jpg"><img class="alignleft size-full wp-image-1558" title="volubilis1" src="http://myamazighen.wordpress.com/files/2008/10/volubilis1.jpg" alt="" width="180" height="240" /></a>Nel<strong> 681</strong> la <strong>conquista islamica</strong> si espanse in tutto il <strong>Maghreb</strong> e gli abassidi si installarono con una guarnigione a Volubilis. Nel<strong> 789</strong>, <strong>Idrisss I°</strong>, un discendente di Ali' (genero di Maometto) si rifugio' nella città per sfuggire alle persecuzioni abbasidi. Nel<strong> 818</strong> Volubilis accolse gli <strong>Andalusi</strong> cacciati da Cordoba che si installarono ai bordi dell'Oued  (fiume). La città <strong>romana servi'</strong> per<strong> costruire</strong> nuove abitazioni. Le guide locali raccontano che il sito non fu mai completamente<strong> abbandonato</strong> sino al <strong>sisma di Lisbona</strong> nel 1755. DI certo é dato a sapere che Volubilis era stabilmente occupata dai suoi abitanti sino al<strong> XII°</strong> secolo. La città torno' parzialmente alla <strong>luce</strong> verso il <strong>1915</strong>, sotto il protettorato, da un team di <strong>archeologi francesi</strong> e marocchini. Oggi sono<strong> 40</strong> gli <strong>ettari</strong> di vestigia <strong>antiche</strong> che si estendono intorno a degli oliveti e a campi coltivati. Qualche<strong> monumento</strong> prestigioso é stato restaurato nel<strong> XX°</strong> secolo  e la qualità della conservazione dei mosaici, con l'eccezionale stato di conservazione del sito, ha fatto si che l'<strong>UNESCO</strong> proclamasse Volubilis come Patrimonio Mondiale dell'Umanità. Le vestigia più spettacolari sono i numerosi <strong>mosaici</strong> che ornano il suolo di ricche dimore e purtroppo  la loro conservazione inizia a creare qualche <strong>problema</strong>: il sole e il vento in combinazione ai turisti che possono tranquillamente<strong> camminarci</strong> sopra gli ha resi<strong> vulnerabili</strong> e a rischio. <a href="http://myamazighen.files.wordpress.com/2008/10/volubilismosaici.jpg"><img class="alignright size-full wp-image-1559" title="volubilismosaici" src="http://myamazighen.wordpress.com/files/2008/10/volubilismosaici.jpg" alt="" width="240" height="221" /></a>Nel <strong>1946 </strong>gli scavi permisero di ritrovare dei busti in <strong>bronzo </strong>di cui una figura di Catone di Ustica. Le zone  riportate alla luce sono solo la metà di tutto il sito. Alcune case permettono di capire il piano di queste grandi dimore romane con il loro <strong>Atrium</strong> e l'<strong>Impluvium</strong>. Sono stati ritrovati anche numerosi stabilimenti termali: quattro di epoca romana e un <strong>Hammam </strong>di epoca romana.  Vi consiglio di ammirare con attenzione la casa di <strong>Orfeo</strong>, la <strong>Basilica</strong>, il <strong>Forum</strong>, la Casa dell'<strong>Efebo</strong> e la casa di <strong>Venere</strong>; sono spettacolari!.  Le rovine romane di Volubilis distano <strong>3 km</strong> dall'agglomerato urbano di <strong>Moulay Idriss</strong> e una <strong>ventina </strong>di Km da<strong> Meknès</strong>. Sono aperte tutti i giorni dell'anno, dall'alba al tramonto. Il prezzo di ingresso e di circa <strong>2 euro</strong> ed é possibile trovare una<strong> guida</strong> parlante italiano. State attenti alle false guide, agli scrocconi e via dicendo...sono numerosi. Se pensate di visitarla in estate state attenti ai colpi di <strong>sole </strong>quindi premunitevi di cappello o ombrellino parasole, non troverete ombra da nessuna parte e privilegiate le ore più fresche. Al suo interno é presente un caffé/bar con toilettes.</p>

<content:encoded><![CDATA[<blockquote><p>African Union has threatened Mauritanian government with sanctions if military junta which led a coup in August against elected leader, does not restore constitutional order.</p>
<p>Peace and Security Council (PSC) of African Union (AU) has given coup leaders in Mauritania a deadline of 6 October to restore constitutional order in the country or face isolation.</p>
<p>A communique issued on September 23th by African Union Commission, said decision was taken at a meeting at ministerial level in New York to consider current situation in Islamic Republic of Mauritania.</p>
<p>It warned "the perpetrators of the coup and their civilian supporters"of sanctions and isolation they will incur if they do not respond positively to the demand.</p>
<p>"The African Union declares null and void all measures of constitutional, institutional and legislative nature taken by the military authorities and that followed the coup d'etat of 6 August, 2008," AU said in a statement.</p>
<p>Despite efforts deployed to date, Council noted that no progress has been made towards a rapid return to constitutional legality in the country.</p>
<p>Reiterating its condemnation of coup d'Etat and all other measures taken by its leaders to consolidate current situation, Council reaffirmed legitimacy of constitutional order represented by institutions that were democratically elected during legislative and presidential elections held in November 2006 and March 2007 respectively.</p>
<p>Meanwhile, PSC has further urged all AU member states and international community to reject as illegitimate all actions and initiatives of authors of the coup d'Etat aimed at obstructing restoration of constitutional order in Mauritania.</p>
<p>AU suspended Mauritania from the bloc following 6 August coup led by former head of Mauritania's presidential guard, General Mohamed Ould Abdel Aziz.</p>
<p>Mr Sidi Ould Cheikh Abdallahi who was country's first democratically-elected president, has been under house arrest ever since. His prime minister, Yahya Ould Ahmed Waghf, was re-arrested on 22 August and also placed under house arrest.</p></blockquote>

<p>This is from a cabinet meeting during the course of which, Mohamed Ould Maaouiya, the Mauritanian Interior Minister, was interrupted by General Abdel Aziz while he began to offer recommendations as to how the country should respond to the international pressure aimed at the country, from all directions except Morocco. Abdel Aziz, evidently believes that negative reactions to the coup are being driven by Algeria. This comes after Morocco <a href="http://www.taqadoumy.com/index.php?option=com_content&#38;task=view&#38;id=2105&#38;Itemid=1" target="_blank">offered to provide military assistance to the Mauritanians against AQIM</a>. The Moroccans initiated a large deployment of special forces to the border with Morocco immediately after the Tourine attack. In a letter to General Abdel Aziz, King Mohamed VI explained that "Mauritania's security can not be separated from the security of Morocco and the Maghreb and Sahel." </p>
<p> </p>
<p>One must look at "Algerian connection" from the perspective of the relevant international organizations. In Abdel Aziz's mind, there are three organizations making things rather difficult for him: the United Nations, the African Union, and the Arab League. In the case of all three of these organizations, there are Algerians dealing directly with the Mauritanian file: <a href="http://themoornextdoor.wordpress.com/2008/08/12/let-them-dig-for-themselves/" target="_self">Said Djinnit, the Special Representative of the UN Secretary General in West Africa,  Ramdane Lamamra for the AU’s Peace and Security Council, and Assistant Secretary General Ahmed Ben Hali of the Arab League</a>. According to relevant sources, Abdel Aziz had a particularly coarse meeting with Lamamra. And given that the AU has remained stalwartly opposed to the coup, the United Nations has been in the same vein and the Arab League characteristically useless for all purposes, this saturation of Algerians within the international superstructure appears to be a part of some deliberate plot. Algeria has not supported the coup and has backed the AU's position, in no small part because of <a href="http://themoornextdoor.wordpress.com/2008/08/12/possible-sources-of-moroccan-conduct/" target="_self">Morocco</a>'s support for the junta. And it is no mistake that Algerians are in no short supply in the international infrastructure -- it is indeed the result of a concerted effort by the Algerians to lend prestige and leverage on the Sahara.</p>
<p>Abdel Aziz has a close relationship with the Moroccan military establishment, having studied in the Meknes military academy and kept up contacts with high level elements in Morocco ever since. Early on, the Moroccan press praised the coup, and highlighted Abdel Aziz's Moroccan schooling and familial connections (his grandfather was from Morocco). Abdel Aziz, Col. Vall, and General Ghazouani are all members of the powerful Ould Bou Sbaa tribe, with its strong ties to Morocco and its rivalry with the Rguibat. While the coup itself was the result of particularly Mauritanian circumstances, Morocco's special interest in it is the result of the country's tribal complex. Had the coup been led by members of the Rguibat, it is doubtful that Morocco's position would have been so unapologetically supportive so quickly. The recent offer for military support likely came in exchange for some kind of change of attitude towards Algeria on the part of the junta.</p>
<p>Mauritanians traditionally hold an institutionalized weariness of Morocco, resulting from King Hassan's initial desire to absorb the country into its southern frontier, and from Morocco's backing of the bloody 16 March coup attempt against Haidallah in 1981, which led to a cut off of relations between the two countries until 1984. The Moroccans had assumed that since Haidallah came from the Rgeibat he held automatic sympathy with the Polisario and worked to undermine him after Mauritania withdrew itself from the war with the Polisario. High ranking members of the officer corps of Rguibat extraction (who are known to hold pro-Polisario sentiments), had their initial prejudices against Morocco confirmed by these events. Traditionally from the northern border regions, the Rguibat declined in power during the Ould Taya regime, as persons from Taya's Adrar region were pushed into ascendency (though Ould Taya's notoriously corrupt Chief of Staff, Moulaye Ould Boukhreisse was of the Rgeibat, the last of the CSM holdouts to serve under Taya). The well respected Ould Bou Sbaa, through trade and military service rose, due to their geography and large numbers. So large are the Ould Bou Sbaa that the internal politics of the tribe greatly affect Mauritania's politics as a whole. </p>
<p>There are important divisions within the Ould Sbaa of the junta. At the outset of the coup, Mohamed Ould Boumatou, a wealthy businessman long close to Col. Ely Vall, courted France for the junta. Having started out as an Abdel Aziz supporter, he is said to have moved closer and closer to Vall over time. Vall, a longtime Francophile seen as a "France's man" in Mauritania, is believed by some to be contemplating a run for the presidency. General Abdel Aziz is of course in the same boat with his cousin in that respect, hoping to run for president when the junta's time is up. Vall, it should be remembered, did not leave office in 2007 of his accord, he was pressured to leave by Abdel Aziz. France, it is said, would be comfortable with a consensus outcome in which Vall somehow found himself as the country's leader (electorally, or perhaps not). </p>
<p>The French position is of high importance in Mauritania. The French trust Vall as a result of his 20 years working as head of intelligence in Mauritania, his tough stance against the Islamists, his mindfulness of French interests in the country, his handling of the 2005 coup, and his French education and linguistic orientation. The French view Abdel Aziz as reckless for having ignored their entreaties to remove Abdallahi through constitutional means, and for his lack of credentials within the French institutional context.</p>
<p>The Algerians are for the most part socially divested from Mauritania -- there are a few Moorish tribes living in the country and the Polisario have strong connections in northern Mauritania but Algeria as a whole does not have a major link to the country in the way that Morocco or France do. This means that their policy is more the result of political considerations based on state-state relations alone. They view Mauritania in the context of the Sahara and of Morocco, and not much else. If Mauritania positions itself within Morocco's orbit, the Algerians will do what they can to reverse that or to bring them more closely into the Algerian context. Given that the Algerians have relatively few cards to play in Mauritania (aside from their ability to work within international organizations), they will continue to embrace the French policy, which would lead them to favor Vall over Abdel Aziz should such a contest arise. But in that case, given that they are of like minds with the French, they would defer anything beyond caucusing within the AU or rhetoric and leave the work up to France.</p>

He said the continent could solve the current food crisis if the relevant production interventions are undertaken during the launch of the P4P at the United Nations.</strong>Purchase 4 Progress (P4P) is an initiative of the World Food Programme (WFP) which aims at transforming the way WFP purchases food in developing countries by giving priority to small scale farmers to sell their surplus produce to WFP at competitive prices while giving the food to those who have little or no food at all.According to a press release from the state house in Uganda, the programme which will initially target 21 countries, Uganda inclusive, aims at helping farmers to earn reasonable income and predictable market for their produce. It will initially target 350,000 households over a period of 5 years.The WFP is supported by the Bill Melinda Gates Foundation and the Howard G. Buffet Foundation.President Museveni launched the programme jointly with Tanzanian President Jakaya Kikwete, Rwandese President Paul Kagame and the WFP Executive Director Mrs. Josette Sheeran.President Museveni said that 67% of the farmers in Sub-Sahara Africa have been practicing subsistence agriculture and not fully utilizing the region’s agricultural potential. He said that with the current food shortage in the world, it was time for African farmers to engage in commercialized agriculture and produce food beyond their subsistence needs. He, however, noted that interventions in terms of irrigation, the use of fertilizers and other forms of modern agricultural practices need to be emphasized to enable the region produce optimally.Tanzanian President Jakaya Kikwete welcomed the programme saying that it would help unlock the potential of farmers in rural Africa since they will be assured of the market for their produce. President Paul Kagame of Rwanda lauded WFP for its support to his country. He said that the organization has responded to the feeding needs of over 54,000 people in Rwanda. He also hailed their support through the School Feeding Programme and welcomed the Purchase 4 Progress Programme saying it was an appropriate intervention.Ms. Josette Sheeran, the Executive Director of WFP, said that in addition to purchasing their produce, WFP would facilitate farmers with modern farm inputs, equip them with modern agricultural skills to boost the quality and quantity of their output.Mr. Bill Gates and Mr. Howard Buffet said they were committed to helping farmers in the developing world to better their incomes because they constitute a large part of the poorest of the poor in the world. They said that they committed their organizations to supporting Purchase 4 Progress Programme because its objectives are in line with the United Nations’ Millennium Development Goals.</p>

If the government runs out of money, a possibility that people in Nouakchott are taking very seriously, things could really hit the fan. <a href="http://www.afriquenligne.fr/mauritania-disqualified-from-millennium-challenge-accompt-2008092412729.html" target="_blank">Already</a> the US has <a href="http://www.taqadoumy.com/en/index.php?option=com_content&#38;task=view&#38;id=228&#38;Itemid=1" target="_blank">frozen</a> Millennium Challenge funding, quite a bit of money for a country so poor as Mauritania. The junta needs money. At least some people are <a href="http://www.reliefweb.int/rw/rwb.nsf/db900SID/MCOI-7JTMB9?OpenDocument" target="_blank">sending help</a>. On the other side of things, <a href="http://www.afriquenligne.fr/mauritania:-police-arrest-mauritanian-former-first-lady-2008092512859.html" target="_blank">Khattou</a>, the country's former first lady, was dragged from her home, kicking and screaming quite literally, to court by the Mauritanian police in order to begin her corruption trial. Her husband, still under lock-down, issued a <a href="http://www.apanews.net/apa.php?page=show_article_eng&#38;id_article=76240" target="_blank">statement</a> condemning the murder of the 12 Mauritanian soldiers last week. He also said that he "reasserted his commitment to constitutional legality and determination to work towards the entrenchment of democratic values and the continued implementation of development programs beneficial to the country as early as things get back to normalcy in the country." This is taking place while the <a href="http://afp.google.com/article/ALeqM5i7jyMd5kpBVp8-hOOr0vdN3qE3vw" target="_blank">AU</a> has set  a <a href="http://www.afriquenligne.fr/au-sets-deadline-for-mauritania-coup-leaders-2008092412710.html" target="_blank">6 October</a> deadline for the reinstitution of the deposed leadership (this being led by Nigeria, all countries). If Abdallahi is not restored by the deadline, the Mauritanians risk "sanctions and isolation". And as per the recent trend, <a href="http://www.afriquenligne.fr/qatar-to-mediate-in-mauritanian-political-crisis-2008092412774.html" target="_blank">Qatar is looking to mediate</a>, as they have in other parts of the region. Perhaps they will be more helpful or successful than the French, perhaps not (both have powerful stakes in Mauritania).</p>

<p>I got the most curious email from our Afro-resident Dr. Adam Fiebs a few weeks ago.  Turns out, the second-hand emails I've been posting from him have found their way up the 'ol Peace Corp totem poll... eventually they approached Adam about the blogging going on here on <em>ArmsDistance</em>, and Fiebs himself was unaware that I was posting.  I'll let him explain it:</p>

well, because of my sheer obliviousness and/or stupidity, i had no clue you were doing updates on a blog! apparently, it is being read by a plethora of PCV (peace corps volunteer) parents and friends alike, and came to hear of it through some current volunteers here. you are famous! anyways, thank you so much for keeping people up to date because i don't keep a blog and my emails are only sent to friends/family. the fact that most (if not all) PCV parents are eager to read it is great, so thank you more than anything. it has even gone so far as i have been approached by obie shaw himself (the country director of peace corps mauritania) at swear-in. he informed me as to the U.S. government enlightening him to your blog (because i forwarded emails from him to you). whether that is disconcerning to you, you can judge for yourself..but i find it hilarious because i was utterly clueless as to what he was talking about at the time! anyways, i hope you looked at my photos (i put a link on my facebook page) and hopefully i can keep updated semi-often. please keep it up. i am lazy and far less apt a writer than you are so i hope you do keep it up as i am sure plenty of friends and family will appreciate it!!!</p>

<title><![CDATA[Al Qaeda Starting its Own Surge?]]></title>

<p><!--more-->In the past week followers of Al-Qaeda have launched vicious attacks despite Ramadan on key fronts - Pakistan, Yemen, and Mauritania. These events occurred just after intelligence officials said that the Al-Qaeda threat remains despite reports of "imploding" and US President George W. Bush's announcements concerning a renewed focus on Afghanistan and Pakistan. Al-Qaeda may be starting its own surge; strikes in Europe and the US cannot be ruled out as a strategic distraction may be taken place from West Africa to South Asia.</p>
<p>Al-Qaeda Launches Strategic Chaos</p>
<p>Despite a spate of articles concerning Al-Qaeda's demise due to ideological disputes, criticism from key Sunni clerics, and the loss of public sympathy, the movement is not waning. It was almost exactly 20 years ago this month that Al-Qaeda was born in Afghanistan as a movement of violent jihadis that was prepared to fight and die to protect the Islamic umma, or community, from foreign assault. To this day the movement still discusses defensive jihad, puritanical interpretations of religious doctrine, and the use of various tactics, techniques and procedures to achieve goals. Now Al-Qaeda affiliates may be applying strategic chaos to destabilize various countries and create new battle fronts.</p>
<p>Pakistan</p>
<p>In Pakistan, specifically from the tribal areas of Waziristan, Al-Qaeda appears to be endangering the new Pakistani government through terrorist attacks - such as the Marriott bombing that killed dozens at the start of the iftar meal - is meant to further destabilize the state thereby triggering a crisis between Washington and Islamabad. Al-Qaeda knows what it is doing and announced it would do so before this Ramadan. On August 10, 2008, Ayman al-Zawahri, speaking in English for the first time on As-Sahab Media, called for the Pakistani Army and people "to rise up." The Marriott bombing itself, in terms of targeting, destroyed a well-known land mark in the capital where foreigners and Pakistanis meet to conduct business. Moreover, Al-Qaeda hit hard in the city's center in the vicinity of the Parliament where the new president, Aif Ali Zardari, just finished his acceptance speech targeting Al-Qaeda and the Taliban and rejecting American military intervention on Pakistani soil. More spectacular bombings and possibly assassinations are likely. Ultimately, a rise in violence against the Pakistani government and a further collapse of the state to function may force another armed intervention by the United States. Unlike Iraq, however, the US will face a different type of battle space - one in which a large recruitment base of young, madrasa-trained, politically marginalized Pakistanis already exists. And the United States will come fast because of Pakistan's nuclear weapons inventory; Al-Qaeda may be seeking to draw the US into a trap.</p>
<p>Yemen</p>
<p>In Yemen, the attack on the US Embassy, leaving 16 people dead and the largest attack since September 11, 2001, against a US facility outside of Iraq and Afghanistan, shows how ungovernable the country really is as a result of the evolving extremist threat. The government appears to be unable to successfully interrupt the Yemeni cells to conduct operations against targets. In past attacks against the US Embassy, the operations were immature with unsophisticated tactics. The latest attack was a marked changed clearly influenced by the battlefields of Iraq and/or Somalia - the use of two car bombs, RPGs, gunmen dressed as local police, and automatic weapons. After the attack, the statement by the Organization for Islamic Jihad stated that other targets on the group's hit-list include the diplomatic facilities of Britain, Saudi Arabia and the United Arab Emirates. This fact signals specifically a further escalation and expansion of targeting.</p>
<p>Even before the attack on the US Embassy, another Yemeni group, Soldiers of the Yemen Brigades, repeatedly attacked oil facilities. On June 30, the group took credit for rocket attacks against an oil refinery in Safir, located east of the capital Sanaa, in Maarib Province. The group later posted video footage of the attack on a radical Islamist Web site. The attack represented the latest in a series of strikes against oil infrastructure and personnel in Yemen over the last year by militants tied to Al-Qaeda, including a May 30 attack against an oil refinery in the port city of Aden.</p>
<p>Overall, destabilizing Yemen is a key strategic goal of Al-Qaeda because the state lies at the crossroads between East Africa, the Arabian Peninsula and South Asia - useful territory in which to possibly launch further violent attacks against neighboring states. Plans for terrorist attacks in Saudi Arabia have been recently uncovered during raids in Yemen, most notably the raid in which Yemeni Al-Qaeda leader Hamza al-Qaeiti was killed in Aden. To date, nothing public has been released about the United Arab Emirates. And like in Pakistan, there is anti-American sentiment among portions of the Yemeni population.</p>
<p>Mauritania</p>
<p>In Mauritania, Al-Qaeda in the Islamic Maghreb appears to be increasing its level of violence to challenge the new military government. The group has claimed responsibility for killing 15 Mauritanian soldiers in a 2005 raid, killing four soldiers and four French tourists in December 2007, and attacking the Israeli Embassy in Mauritania in February 2008. After the August 6, 2008, coup, the group called for a full-scale "holy war" to turn Mauritania, seen as a US ally in the global "war on terror," into an Islamic state. Now, during Ramadan, 12 Mauritanian soldiers who were abducted in an attack on their patrol by Al-Qaeda in the Islamic Maghreb were found decapitated in what can be seen as a powerful message to the Mauritanian government. In addition, the attacks may be seen as an extension of operations further southwards into sub-Saharan Africa which is a source of crude oil to the West.</p>
<p>Implications for the US and its allies There are two broad implications to consider that may be forthcoming. The first is economic warfare involving the "oil weapon." Al-Qaeda seeks to inspire or launch attacks as part of a long-term strategy to bankrupt the US by engaging in a war of attrition. According to an essay titled "Al-Qaeda and the Battle for Oil" that has been circulating on radical jihadi Web sites, militants are well aware of the economics of oil. The author of the essay goes as far as to claim that Al-Qaeda's strategy to defeat the US rests on bankrupting America by driving up oil prices by any means necessary. The author also mentions that the attacks against oil infrastructure in Yemen, along with past attacks in Iraq and Saudi Arabia, have been critical to Al-Qaeda's battlefield lessons learned to date so far. With the economic chaos on global markets, particularly in the US and Europe, now may be a good time to disrupt these economies further. It is important to recall that in February 2007, Al-Qaeda's Sawt al-Jihad online magazine called for attacks against Western hemisphere oil infrastructure that supports the US economy.</p>
<p>The second implication is an attempt to manipulate the presidential race in the United States. In 2004 Al-Qaeda influenced the elections in Spain by carrying out a series of bombings on Madrid commuter trains. In the week before the 2004 American presidential election, Osama bin Laden recorded a video message to the American people promising repercussions if Bush was re-elected. In later messages, Al-Qaeda's leader claimed credit for helping re-elect Bush in 2004. By enflaming the situation in Pakistan and Afghanistan, Yemen and Mauritania, Al-Qaeda wants to influence public opinion "behind enemy lines" and "egg on" the Obama and McCain campaigns. In addition, Al-Qaeda possibly seeks to show that US attention was minimal to a much more dangerous situation in Pakistan in contrast to America's invasion of Iraq. Overall, by using these countries as platforms, there may be more sophisticated attacks against US allies throughout South Asia, the Gulf littoral and North Africa. Strikes in Europe and even North America cannot be ruled out. The "October Surprise" may not be a confrontation with Iran - as some pundits are arguing - but Al-Qaeda confronting the West and her allies again.</p>
