<content:encoded><![CDATA[<p><B><I>Hanoi (VNA) –</I></B> By September 2008, Hanoi had attracted 1,400 FDI projects from 41 countries and territories with the total registered capital of over 18 billion USD, ranking third after Ho Chi Minh City and Ba Ria – Vung Tau province. <BR><BR>The FDI structure of Hanoi has been shifting dramatically from industrial production and trade towards services, finance and banking. In recent years, many investors poured their money in the construction of high buildings, offices, parks and recreation centres. <BR><BR>The expanded capital of Hanoi is calling for investment into financial and banking industry, new urban areas and offices for rent, exhibition centres, training-research-development facilities, and hi-tech parks, the city’s People Committee reported at a workshop held on Oct. 9. <BR><BR>Investors and consultants participating the workshop, titled “ Hanoi – opportunities for investment, trade and tourism”, were provided with details of the mechanism and coordinating solutions worked out to create favourable conditions for foreign investors.-</p>

<P align="left"><FONT face="Times New Roman" size="3">HA NOI — Viet Nam ranks 70th in the World Economic Forum (WEF) ‘s 2008 Global Competitiveness Index, dropping two positions compared with last year.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">The WEF said this year the inclusion of more countries had knocked Viet Nam down the annual list. Excluding new countries, the country dropped only one level to 69.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">According to the index, the three most problematic factors for doing business in Viet Nam are inflation, inadequate supply of infrastructure and inadequately educated workforce.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">In 2006-2007, Viet Nam ranked 64 out of 122 economies. In 2007-2008, the countries dropped four levels to 68 out of 131 economies.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">Among East Asia countries Viet Nam is ahead of only the Philippines and Cambodia.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">This year the US still tops the list. "Despite the financial crisis, the US continues to be the most competitive economy in the world," the report said. "This is because it is endowed with many structural features that make its economy extremely productive and place it on a strong footing to ride out business cycle shifts and economic shocks."</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">The UK fell three levels to rank 12th. Switzerland is in second position followed by Denmark, Sweden, Singapore, Finland, Germany, the Netherlands, Japan and Canada.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">China continued to climb this year, up four places to 30, helped by its large market and strong economic performance, but held back by underdeveloped financial markets.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">Russia also rose sharply, climbing seven places to 51, its big market and oil-fuelled economic performance outweighing institutional weaknesses.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">Among other big emerging economies, India slipped two places to rank 50 with economic problems and unequal access to health and education outweighing the size of its markets and its business sophistication.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">This year, the index covers 134 economies. It is based on economic data and a survey of business executives.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">Economic information is divided into 12 pillars: institutions, infrastructure, macroeconomics stability, health and primary education, higher education and training, goods market efficiency, labour market efficiency, financial markets sophistication, technological readiness, market size, business sophistication and innovation.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">These are grouped into three basic requirements: efficiency, innovation and sophistication.</FONT></P><br />

<P align="left"><FONT face="Times New Roman" size="3">HA NOI — Following two years of training in Thailand, Nguyen Thuy Dung has lifted her ranking in the world from 769 to 753 now.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">In Thailand, Dung, 21, who won the national tennis championship three years in a row, was being trained by the former coach of Roger Federer when he was a teenager, Dominik from Switzerland.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">Dung, who comes from Ha Noi, has played 17 tournaments so far in the Philippines, England and Mexico, which has helped to raise her world rankings from 959 on the ITF Junior Circuit to 800.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">She earned a spot on the Vietnamese national team after showing promise at a tournament for under-14s when she 12.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">She qualified for the semi-final of the ITF tournament when she defeated both China’s He Chun-yan at Gurgaon in India and South Korea’s Lee Cho-won at the Khonkan Championship this year.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">Dung said poor training conditions and limited opportunities in Viet Nam were making her doubt whether she would continue to play professionally. She said there was a desperate need for training facilities, qualified coaches and funding in Viet Nam.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">Furthermore, she said the Viet Nam Tennis Federation should devise a strategy to help tennis players become professional.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">"I will try to win the national championship but I’m not sure what will happen next," Dung said. "My parents supported my decision to become a professional tennis player. Whether I’ll succeed depends on my determination."</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">The situation has changed since last year when the Ha Noi Sport Department began meeting 50 per cent of the cost of competing in Europe and 100 per cent of the cost of competing in Asia.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">"I hope officials will treat tennis like other key sports in the future," she said.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">There are about 500 public tennis courts in Ha Noi and 1,000 in HCM City. Most professionals in Ha Noi play at the Khuc Hao Sports Centre, while their counterparts in HCM City have three or four options.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">Dung is planning to compete in two tournaments in Australia this month, which carry prize money of US$25,000 each.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">Dung, who is 1.67m tall and weighs 55kg, said her goal was to make it into the top 500 in the world, which would allow her to enter bigger tournaments.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">Dung said she was training with five Thais and a Sri Lankan tennis player in Thailand, who are ranked around 1,000 in the world.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">She said Thai athletes received support from two or three sponsors, while Dung had yet to find a single sponsor.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">"Every year, my family pay around $40,000 for a coach, accommodation and competition fees, of which the Ha Noi Sports Department gives me $600 each month and covers the cost of competing in Europe and Asia," said Dung.</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">"My target is to compete in as many international tournaments as possible. I need more financial support to ease the burden on my family."</FONT></P><br />
<P align="left"><FONT face="Times New Roman" size="3">"If I join the top 100, I could play in a Grand Slam some day," said Dung. —</p>

<content:encoded><![CDATA[<p class="first">SINGAPORE: For the first time, Singapore has clinched top spot as the best place for meetings and businesss, beating global players such as Paris and Vienna.</p>
<p>The Union of International Associations (UIA) Global Rankings also gave Singapore top billing as the number one Asian country for meetings, a position Singapore has held for the past 24 years.</p>
<p>The Singapore Tourism Board said the country accounted for 22.5 per cent of the meetings held in Asia in 2007.</p>
<p>Over the past ten years, Singapore has also seen a whopping 256 per cent growth in international meetings staged here.</p>
<p>Last year, Singapore hosted 465 international meetings that met UIA’s qualifying criteria, representing a significant 56 per cent growth over 2006.</p>
<p>Most notable among the meetings were the 3rd Hague International Model of United Nations, the 27th International Epilepsy Congress, the 2nd World Glaucoma Congress &#38; Exhibition, the 18th Wonca World Conference 2007 and International Bar Association Conference 2007 which cumulatively drew close to 12,700 delegates to converge in Singapore. — CNA/vm</p>

Ok, today I am going to be going over Nexon's latest released game, Combat Arms. So before I go into the actual game let me give you a little background information. Combat Arms is a Massive Multiplayer Online ( MMO ) First Person Shooter ( FPS ). It is created by a company called Nexon, Nexon has been around for a while and has released several really popular games such as, Maplestory<strong>™</strong>, Audition<strong>™, </strong>and Mabinogi<strong>™, </strong>a recently released fantasy MMORPG game. When you first start Combat Arms you will be prompted to login, then if its your first time logging in you'll have to create a character. Currently there is four different characters to choose from, all have the same weapons but some start with a different armor ( All are just as equally good! ).</p>
<p>Now Combat Arms is the classic FPS, you've got the AK-47's and the M-16's and of course whats a FPS without upgrades. Combat Arms allows you to purchase temporary items with BP, the in game currency. These temporary items are, modifications ( scopes, suppressors, and magazines ), weapons ( primary, secondary, melee, and throwing ), and armor ( hat, face, vest, uniform, and backpack ). These items can be purchased for a limited time and when they run out you'll have to re-purchase them. Now Nexon wouldn't leave ya hanging with nothing, so from the gate you automatically get a M16A1, M92FS, a M9 knife, and finally a M67 frag grenade. On top of that depending on the character you choose from the gate you'll have a hat and a standard backpack. So now into the servers, the servers are very reliable and I had no problems connecting to one at all. At first you'll have to join a server room. There are quite a bit of rooms but at first you'll want to join the Recruit rooms. Once inside a room you will be in the main lobby.</p>
<p>Here you can goto your Shop/Storage ( equip/manage/buy items ), Modifications ( equip/manage/buy modifications for your weapons ), and Clan ( create/join/find ). Now I've had no personal experience with the clans but from what I hear its a really good system. They have a private server set away for clan matches so there will be no random people joining . *Creating a clan requires a rank of Staff Sergeant 1st, which is only 6 ranks away from the rank you start out at* Now back to the server list, there is always plenty of games and most all hosts allow the option to join while the game is started. This means it is always extremely easy to find a good server with plenty of people ( Great Job Nexon =) ). After joining a server you can access all the functions you can from the main lobby, including buying, modding and changing your weaps and armor. Ok so depending on if the host has allowed people to join in the middle of the match or not you'll have to either wait for it to end, join a different server or if he has it enable you can join any time.</p>
<p>The Game play of Combat Arms is a lot similar to Warrock and Soldier Front. Its a decently paced game, not too fast and not slow just right. Now Combat Arms is health based, so if you take damage you stay damaged until your killed. I think the weapon damage is a little more on the realistic side but not so much that one bullet is going to kill you. There are few weapons that have a default scope, so unless you buy a scope for your weapon you cant aim, you'll just have to blind fire. Falling off tall things is more towards arcadey but still if your on a building and you fall off chances are your gonna get hurt or die. Dropped Weapons, after and enemy or ally drops a weapon you have the ability to pick it up, now this may not seem like a big deal but it is! This feature almost makes the game the A- rather than the B+. Its this feature that allows the users with no BP to use those AKs and Snipers. Its a really nice complimentary feature added to the game. Overall the game play of the game is amazing for a F2P game and we couldn't really expect more from it! Now lets talk about the game modes. Team Deathmatch is your typical TDM, you have each team at their spawns and you must reach a target score limit, whether it be at 80 , 100 , 140 etc. One Man Army is your Free-For-All. Everyone is a team of their selves and you all must fight to win. Each kill gives you one point and the person to reach the designated score limit wins. Search &#38; Destroy, now this game mode is just like any other SnD, depending on your team you must either plant the bomb, or defuse the bomb. CTF, the game mode is just what the name says it is, your team must capture the enemy teams flag and bring it back to your base.</p>
<p>Nexon has another game mode in the works they plan on releasing soon, but I wont go into detail about that one. Now Buddy lists and what not, Nexon did the smart move by including a Messenger into the game. You have your buddy list, and your clan list. You can add anyone to your friend list by just right clicking their name and clicking Add Friend, that person will then receive a message asking them to either Accept or Decline your request. The messenger delivers your messages almost immediately and is another great addition to Combat Arms. Well that about sums it up for Combat Arms definitely a game you must have if your any kind of MMOFPS fan!</p>

<p>I give Nexon's MMOFPS, Combat Arms a 8.7. The reason the game got a 8.7 was not because of how great it is, because no matter how hard Nexon tries they will never release a free game as good as say Call of Duty 4 or Halo 3, the reason it got a 8.7 was because of the quality you get for free. This game is an outstanding fps with a price tag labeled free. The game could use some tweaks that I think would of made the game a lot better. So go check it out now!</p>

Industry commentators have classified these methods, and the practitioners who employ them, as either white hat SEO, or black hat SEO. White hats tend to produce results that last a long time, whereas black hats anticipate that their sites may eventually be banned either temporarily or permanently once the search engines discover what they are doing.</p>
<p><!--more-->An SEO technique is considered white hat if it conforms to the search engines' guidelines and involves no deception. As the search engine guidelines are not written as a series of rules or commandments, this is an important distinction to note. White hat SEO is not just about following guidelines, but is about ensuring that the content a search engine indexes and subsequently ranks is the same content a user will see.</p>
<p>White hat advice is generally summed up as creating content for users, not for search engines, and then making that content easily accessible to the spiders, rather than attempting to trick the algorithm from its intended purpose. White hat SEO is in many ways similar to web development that promotes accessibility, although the two are not identical.</p>
<p>Black hat SEO attempts to improve rankings in ways that are disapproved of by the search engines, or involve deception. One black hat technique uses text that is hidden, either as text colored similar to the background, in an invisible div, or positioned off screen. Another method gives a different page depending on whether the page is being requested by a human visitor or a search engine, a technique known as cloaking.</p>
<p>Search engines may penalize sites they discover using black hat methods, either by reducing their rankings or eliminating their listings from their databases altogether. Such penalties can be applied either automatically by the search engines' algorithms, or by a manual site review.</p>
<p>One infamous example was the February 2006 Google removal of both BMW Germany and Ricoh Germany for use of deceptive practices. Both companies, however, quickly apologized, fixed the offending pages, and were restored to Google's list.<br />
